THOUSAND OAKS : Circuit City Builder Fined for Violations

State safety inspectors have fined a Thousand Oaks contracting firm $1,120 for two violations involving the construction of a Circuit City store, which has been the center of controversy in the community.

Inspectors issued a citation to Oltman Construction Co. on Aug. 7 after officials inspected the store site at Lynn Road and Hillcrest Drive, said Rick Rice, a spokesman for the state’s division of Occupational Safety and Health.

The construction firm was cited for failing to obtain a permit to build a structure over 36 feet tall and for failing to notify Cal-OSHA about the project. The firm has since obtained the necessary permits.

Both violations were considered minor, Rice said.

Oltman’s project manager, Dudley Campbell, said the company has informed Cal-OSHA that it will appeal the citations.

Campbell said the citations would not affect work on the project. The structure is expected to be completed by Nov. 14.

The building has drawn a flood of protest from neighbors who say it is an eyesore and violates the city’s strict design standards. City officials are negotiating possible design changes with Circuit City.

The council is scheduled to review the project Sept. 1.
