PLUSH FAIRWAYS: Orange County has many public courses where a pair of $20 bills covers green fees, an electric cart and a package of balls. But if money is no problem, a smattering of golf courses--mostly new--offer a Pacific panorama or plush conditions. The most expensive public course is the new Pelican Hill--$95 during the week and $125 weekends. In that range is Dove Canyon Country Club in Trabuco Canyon. It’s private but will permit “promotional outings” for your foursome at $125 each.
