LOS ANGELES : City Sues Ex-Sergeant Who Was Guilty of Rape

A former police sergeant convicted of raping a woman while on duty was sued by the city Thursday for the $222,676 the city paid the victim in a civil judgment.

Taking advantage of a seldom-invoked Government Code section on indemnification, Los Angeles City Atty. James K. Hahn claimed that the city is not responsible for the actions of former Sgt. Leigh Schroyer. Neither Schroyer nor his attorney could be reached for comment.

Schroyer raped the woman after a routine car stop on Tampa Avenue on Oct. 3, 1981. He gave the woman a field sobriety test, took her car keys, drove her home in a patrol car and raped her. Schroyer was convicted of rape in 1982 and sentenced to three years in prison. He served his time and is believed to be living in Arizona, Assistant City Atty. Tom Hokinson said.
