Entrepreneurship should be attractive to gang members because they are already self-employed. We just have to lure them away from illegal enterprises and get them involved in legitimate ones.

Government has spent a lot of money on social programs, creating a lot of dependency. It can help people take control of their lives by supporting programs that promote economic empowerment.
