Entrepreneurship should be attractive to gang members because they are already self-employed. We just have to lure them away from illegal enterprises and get them involved in legitimate ones.

Consider someone who directs drug traffic. He organizes a sales team and has distributors and an organization. It’s time to help this individual divert those skills to something positive.
