Russia is considering allowing another foreign company to build a resort in the Kuril Islands, a Soviet official said, despite a bitter dispute with Japan over the territory. The Austrian company Jasi Wien has offered $4.5 million for each of two 200-acre golf courses that would be built on Sakhalin and Kunashiri islands. Kunashiri is one of the four disputed Kurils; there is no dispute with Japan over Sakhalin Island.
