INCHING UP: County Democrats, pleased with President Bush’s weak showing in local polls, have something else to crow about: They’re actually registering more new voters than the Republicans. The Democrats have registered more than 20,000 voters here since the June primary, the Republicans fewer than 15,000. It’s the first time that’s happened since 1976, when the Democrats took control of the White House for four years. . . . But Orange County remains heavily in the Republican camp: 53.6% to 34%.
