ALL BUSINESS: With cities competing to attract new business, Irvine leaders have a couple of ideas they hope might give them an edge. . . . The City Council voted this week to hire a business ombudsman, who would help new businesses deal with any city red tape. . . . Also, Helen Cameron, a former school board member running for mayor, says that if elected, she will propose a one-year city tax “holiday” for any businesses that want to set up in Irvine.
