Russia is still aiming its nuclear missiles at the United States and is awaiting a U.S. response to President Boris N. Yeltsin's initiative to point the weapons elsewhere, the military chief of the Commonwealth of Independent States said. Russia also should resume nuclear tests if Western countries don't stop conducting them, Marshal Yevgeny I. Shaposhnikov said in a speech to students of the Moscow State Institute for Foreign Relations. Yeltsin told the United Nations last January that Soviet missiles were no longer aimed at the United States.
