Thomas Winship Witter, 63, investment banker and broker who was executive vice president of Dean Witter Reynolds Inc. A native of Oakland who was educated at UC Berkeley, Witter joined the family firm as a general partner in 1958. His father was one of three founders of the brokerage. Witter served as a captain in the U.S. Marine Corps during the Korean War. On Wednesday in Piedmont, Calif., of cancer.
