Pacific Bell Proposes Rate Cut: The state’s largest telephone company said the $102-million cut for 1993 would lower the average monthly residential phone bill by 37 cents beginning in January. The proposal was filed with the state Public Utilities Commission as part of the phone company’s annual rate adjustment. The company said the primary reason its rates are dropping is improved productivity.
