READ THEIR LIPS: The numbers are in, and some county taxpayers are seething. Owners of about 19,300 homes and businesses appealed their property tax assessments as of last month’s deadline--a 60% surge over 1991. . . . Most say they’re getting hit unfairly, with a recession on and real estate prices slowed down. “This is about the most we’ve ever had,” says Howard Whitcomb of the assessor’s office, except in 1978 after Proposition 13. . . . Officials are scrambling to review all the new appeals, but some could take two years.
