TO BETTER HEALTH: Orange County has moved a big step closer toward getting an HMO-style health-care system for the poor. . . . The state agency that must approve such plans gave its blessing this week to the county proposal to pool its 225,000 Medi-Cal patients into one unified system, called OPTIMA. . . .
