Possibility for Lower Cellular Rates Raised: Cellular service resellers could lower their rates after a state Public Utilities Commission ruling ordering California’s duopoly cellular providers to open their networks to discount wholesalers. One Glendale operator, Cellular Service Inc., said it is considering offering $27 monthly basic rates and a 33-cent-per-minute usage fee, compared to the $45 monthly rate and 45-cent-per-minute costs now charged by existing providers. Pacific Telesis, parent of the state’s largest cellular company, said it will ask the PUC to reconsider.
