Selected City Council actions affecting Central Los Angeles in the past week.

CITY COUNCIL

* WATTS DEVELOPMENT: Entered into an agreement with the Westminster Neighborhood Assn. to develop an office and retail facility and restaurant on 1.33-acre city-owned parcel at 103rd Street and Compton Avenue in Watts. The association will lease the project from Community Redevelopment Agency with an option to purchase the site.

* CHURCH PROJECT: Entered into an agreement with the 1010 Development Corp. to develop an office and housing project in an area bounded by Olympic Boulevard, 11th, Hope and Flower streets. The developer has proposed rehabilitating an office building, and developing senior citizen housing, a child care center and a sanctuary for the First United Methodist Church.

* STREET LIGHTS: Approved spending $50,000 to improve the street lights along Grand Avenue under the Santa Monica (10) Freeway. Business owners will be asked to remove graffiti, clean sidewalks and replace dilapidated fencing.

* GATES: Approved a proposal by Councilman Richard Alatorre to close the alley west of Eastern Avenue between Klamath Street and Klamath Place in El Sereno. The city will install gates in the hope of deterring crime and eliminate trash dumping.

* FIESTA: Approved the closure of Opal Street between Concord and Lorena streets in Boyle Heights for the Church of the Resurrection annual fiesta that runs through today. The street will reopen early Monday morning.

HOW THEY VOTED

How South - Central and Eastside representatives voted on selected issues :

* HOUSING REHAB: Approved continuing a contract with Capital Finders Inc., which administers housing rehabilitation projects in South-Central. The company has projects under way at Slauson and Avalon avenues and at Florence and Avalon avenues. Passed: 13-0. Voting yes: Alatorre, Mike Hernandez, Mark Ridley-Thomas and Rita Walters. Joan Milke Flores was absent.

* MORE HOUSING REHAB: Approved proposals to select a contractor to administer residential housing rehabilitation programs at Kedren Park and in the Vermont-Slauson area. Passed: 13-0. Voting yes: Alatorre, Hernandez, Ridley-Thomas and Walters. Flores was absent.

* LOAN: Approved loaning $568,543 to Concerned Citizens of South-Central Los Angeles to rehabilitate a two-story, wood-frame apartment building at 1410 41st St. for rental to low-income residents. Passed: 13-0. Voting yes: Alatorre, Hernandez, Ridley-Thomas and Walters. Flores was absent.
