BRIAN’S WAR: Ever since the 1989 San Francisco earthquake, a 56-member Orange County emergency preparedness team has been training to help with any new disasters. They got the first call Monday: the federal government will fly them to Guam to help with Typhoon Brian, expected to pummel the tiny island today. The team took 20,000 pounds of equipment and three days’ supply of food. “We’re ready,” says emergency preparedness manager Fausto Reyes.
