Altadena : Children’s Home Opposed

Countering the recommendation of its land-use committee, the Town Council on Tuesday voted to urge county denial of a group home for abused and drug-addicted children.

Concerned that the West Covina-based Bienvenidos Children’s Center might raze a Craftsman-style house on the site at 183 E. Palm St. and that the facility might adversely affect the Pasadena Unified School District, the Town Council voted 9 to 1 with two absences and one abstention to ask that the Los Angeles County Regional Planning Commission not approve it.

Although it has twice supported the concept of the facility, the council was dissatisfied with plans to house 84 children, most of them infants but some of school age.

Although Lorraine Castro, executive director of Bienvenidos, assured the land-use committee in September that she would save the house and reduce the child population to 46, the council said she was waffling and rejected the committee’s vote to allow six months for the facility to firm up its proposal.

The final decision will be made by the Planning Commission next week.
