THE READING ROOM: Judging by the tabs rung up for books, newspapers and magazines, Orange County Jail inmates could be some of the most well-read folks around. A new report to county supervisors shows that $176,639 was spent last year for such reading materials. But taxpayers aren’t footing the bill. . . . The money comes from jail commissary profits and the jail’s share of revenue paid by the telephone company for outgoing calls made by prisoners.
