The body of a British-born golf tournament director was found weighted down with chains at the bottom of a small industrial lake in Kingston, Jamaica, the latest in a series of violent crimes on the island, police said.
Vic Higgs, 59, a prominent resident of the island for the past two decades, had been chairman of the organizing committees of the Johnny Walker International, Jamaica Classic and Mazda Champions golf tournaments.
