GHOST BUSTERS: The downside to Halloween: vandals and over-exuberant party-goers. And in the Harborview/Newport Hills area of Newport Beach, they say they’ve had enough. . . . After two years of serious Halloween problems there, the City Council has voted to block off many of the streets in those neighborhoods to cut down on outsider vehicles. Newport Beach trick-or-treaters with more than innocent fun in mind might want to note: The police will also beef up their bike patrols Saturday night, backed up by helicopter police.
