Eagleburger Sees No Change in Aid to Ex-Soviet Lands
Acting Secretary of State Lawrence S. Eagleburger said Tuesday that he hopes to reassure officials of the former Soviet republics, as well as nations donating aid to the region, that the upcoming U.S. elections will not change Washington’s commitments in the area.
“I’m not predicting the election. . . . But I don’t think there will be any major changes, no matter who is elected, in terms of the need and the recognition in the United States to continue support for the reform process” in the republics, he said as his party stopped for fuel en route to a Tokyo conference on aid for the region.
He said the Tokyo session, scheduled for Thursday and Friday, must coordinate aid programs to the former Soviet republics, assure delivery of food and fuel this winter and launch mid-range technical assistance programs to support free-market reforms in Russia and the other republics. More than 70 nations, including all the former Soviet republics, plan to attend.
Eagleburger conceded that the world will have to cope with unrest in Russia and the other republics for the rest of this century, at least.
