The City Council has approved a master plan for the Brethren Hillcrest Homes senior community but struck down a request by the community’s governing board to allow a series of controversial two-story homes.

The council’s 4-0 vote Monday followed pleas by some of the 400 senior citizens who now live in the Hillcrest community to prevent the construction of two-story homes in one of the 23 planned neighborhoods. Councilman Patrick Gatti abstained, citing a conflict of interest.

The Hillcrest residents argued that two-story homes would destroy their view of the mountains. Members of the Hillcrest governing board, a nonprofit entity that has guided the community’s development, argued that the design plans had been changed to address the residents’ concerns.

The council also required that a conditional-use permit be obtained for a planned meeting house and administration building. In a compromise with the Hillcrest board, the council waived half of the $1,500 deposit fee.
