AT&T; Restoring Direct Phone Link To Vietnam: A thaw in relations between the United States and Vietnam has helped clear the way for re-establishment of direct telephone service between the countries. American Telephone & Telegraph Co. said it had signed an agreement with Vietnam to provide the service. The United States has maintained an economic embargo against Hanoi since the end of the Vietnam War in 1975.
