Mortgage Rates Rise: Thirty-year, fixed-rate mortgages averaged 8.32% this week, up from 8.29% last week, according to a national survey by the Federal Home Loan Mortgage Corp. It was the highest since rates averaged 8.48% during the week ended June 26. On one-year adjustable-rate mortgages, lenders were asking an average initial rate of 5.20%, up from 5.17% last week. The rates do not include add-on fees known as points.
