‘Best’ Ruled Out: Bille August’s “The Best Intentions,” Sweden’s choice for consideration as best foreign language film at the upcoming Academy Awards and the top prize winner at this year’s Cannes Film Festival, won’t be in the Oscar race. It has been declared ineligible by the Academy of Motion Picture Arts and Sciences because it ran as a television miniseries last December before its theatrical release. Sweden can submit another film. August’s “Pele the Conqueror” won the best foreign film Oscar four years ago after winning at Cannes.
