End of Ban on Foreign Control of U.S. Airlines Forecast: Former Transportation Secretary Samuel Skinner said Congress will eventually clear the way for foreign control of U.S. airlines if American companies are given greater access to international air routes. Skinner acknowledged that for defense and security purposes, U.S. law prohibits such foreign ownership of American airlines. But “I think we will see a time when that . . . statutory bar will disappear,” he said.
