MOSCOW : Russian Maneuvers
In what could be a serious attempt to restructure Russia’s ailing economy--or simply political posturing in advance of a potentially explosive session of the Congress of People’s Deputies--acting Prime Minister Yegor T. Gaidar is scheduled to present a new anti-crisis plan to parliament on Thursday.
As Russian President Boris N. Yeltsin’s economic czar, Gaidar has been the point man for criticism. His latest plan reportedly passes the buck to regional governments, by giving local officials responsibility for everything except defense, crime fighting, environmental clean-up and “major” economic problems.
If Gaidar wins over conservative legislators, he could hand Yeltsin a major political victory and save his own job. The opposition has vowed to push for the resignations of Gaidar, his cabinet and Yeltsin himself.
