Governors Panel Backs Clinton Health Plan

WASHINGTON —
The National Governors’ Assn. on Tuesday endorsed President-elect Bill Clinton’s plan to overhaul the nation’s health care system.
Colorado Gov. Roy Romer, association chairman, said the group supports the outlines of the plan, including the creation of a national health board to establish a minimum package of health benefits that all plans would have to offer.
