HOMELESS WAITING: Thursday night was the kind of cold weather that usually means the county would open two armories for the homeless. But its new homeless shelter contractor “was caught a little off guard by the weather,” says Maria Mendoza, the county’s homeless coordinator. The contractor is still ironing out arrangements for picking up people who need shelter. . . . “Of course I’m concerned; I wish we were ready to go today,” she says. She predicts the shelters should be in operation Monday.
