Arthur W. Tunnell has been appointed chief executive of Systems & Software Inc., an Irvine developer of programming tools. He was previously managing director for Noetics Group. Tunnell has also worked at Calay Systems Inc., MCS Inc., Infodetics, Valid Logic Systems Inc. and Computervision.
