Police have made a fourth arrest in connection with the slaying of a Santa Barbara landlord who was shot moments after collecting thousands of dollars in rent from tenants in a Port Huemene apartment building he owned.

Jose Luis Arreguin, 20, was arrested Tuesday by Port Hueneme police, who had been tipped that he was hiding in a Camarillo motel.

Arreguin was being held on suspicion of murder and robbery, Sgt. Fernando Estrella said.

The arrest was the latest in the search for suspects in the killing of Richard Albert Schell, 55, who was shot once in the heart Dec. 1 while he sat in his pickup truck after collecting rent in the 300 block of East B Street.

His assailants apparently smashed the driver’s-side window of Schell’s truck and shot him.

On Monday, police arrested Oxnard residents George Pena, 23, and David Soto, 19, on suspicion of murder and robbery. A 16-year-old Port Huemene boy turned himself in to police about 9:20 p.m. after he heard that officers were looking for him, Estrella said in a prepared release.

Pena, Soto and Arreguin were being held in Ventura County Jail in lieu of $250,000 bail and the juvenile was being held on suspicion of robbery and murder at Juvenile Hall, Estrella said. More arrests are expected in the case.
