Sen. Daniel K. Inouye (D-Hawaii) has decided not to speak at the University of Hawaii commencement because of sexual misconduct allegations against him, a spokesman said.

Inouye was afraid that protests against him might detract from the Dec. 20 ceremony, spokesman Nestor Garcia said.

Ten women have accused Inouye of sexual harassment, said state Rep. Annelle Amaral, to whom they complained. Inouye, 68, has denied the allegations and the Senate Ethics Committee has said it lacks sufficient evidence to investigate.
