GENEVA : Whither Africa?

The United Nations will launch a new effort to rescue Africa from poverty when Secretary General Boutros Boutros-Ghali on Monday presides over the first meeting of the “New Agenda for the Development of Africa in the ‘90s.”

The meeting at U.N. headquarters in this Swiss city will include African leaders, World Bank executives and U.N. officials. It is designed to provide advice on how to nurture not only free-market economic systems but also democratic governments.

The United Nations mounted a program aimed at encouraging African development during the 1980s. But it got nowhere. Indeed, the economies of several African countries actually marched backward during that decade.
