A summary of selected City Hall actions affecting Central Los Angeles in the past week.

CITY COUNCIL

MONUMENT: Approved a request by the Cultural Heritage Commission to include the West Adams Gardens Building on the city’s list of historic-cultural monuments. The building is one of seven two-story Tudor Revival-style residential buildings at 1158-1176 W. Adams Blvd. that were built in 1920. The six other buildings were added to the list in 1985.

WATTS SHUTTLE: Approved spending $475,000 of transportation funds to expand and operate the city shuttle bus service in Watts in 1993.

CHINESE NEW YEAR: Approved the temporary closure of North Broadway between Sunset Boulevard and Bernard Street in Chinatown from 1 to 5 p.m. Feb. 13 for the Chinese New Year celebration.

LOAN APPROVED: Approved a proposal for a $7-million construction and long-term loan agreement for the development of 81 family residential units and restoration of a building for a child care center near 27th Street and 7th Avenue in Crenshaw-Adams. The city Community Redevelopment Agency made the housing loan to the FAME Housing Corp., a subsidiary of the First African Methodist Episcopal Church.

SINGLE MOTHERS: Approved a $1.9-million loan to Columbia Avenue Partners to purchase Hotel Cortez, a five-story structure at 375 S. Columbia Ave. in the Westlake area. The hotel is to be refurbished and occupied primarily by single teen-age mothers and their children.

KWANZAA FESTIVAL: Approved the temporary closure of 43rd Place between Crenshaw and Leimert boulevards; Degnan Avenue between 43rd Street and 43rd Place; and 43rd Street between Creed Avenue and Edgehill Drive in the Leimert Park area from 10 a.m. to 6 p.m. today for the 16th annual Kwanzaa Gwaride and Festival.

HOW THEY VOTED

How South-Central and Eastside representatives voted on selected issues. CENTRAL LIBRARY: Approved a proposal by Councilwoman Rita Walters to not widen 5th Street in front of the Central Library in Downtown for a bus lane. Instead, the council voted rebuild the sidewalks and construct six-foot planters and trees next to the library’s west lawn. Passed: 11-0. Voting yes: Joan Milke Flores, Mike Hernandez, Mark Ridley-Thomas and Walters. Richard Alatorre was absent.

LIQUOR STORES: Approved a proposal to support state legislation next year that would authorize the Department of Alcoholic Beverage Control to deny new liquor licenses in areas where local authorities have determined there is an overconcentration of liquor stores. Passed: 11-0. Voting yes: Flores, Hernandez, Ridley-Thomas and Walters. Alatorre was absent.
