BUCKLE UP OR ELSE: If you’re one of those who doesn’t wear a seat belt, you’d better look out now. Among new laws taking effect today (A3) is one that permits police officers to stop you if you are not buckled up. You could be cited before, but only if they stopped you for something else. . . . California Highway Patrol spokesman Bruce Lian in San Juan Capistrano warns: “There will be no grace period. We’re going to stop and cite everyone we see in violation.”
