SAFE SEAT: The state Senate seat Royce left behind, meanwhile, is likely to remain safely Republican, analysts say. That’s because Democrat Tom Umberg of Garden Grove has decided to remain in the Assembly. . . . One reason, Umberg noted Tuesday, is that he’s set to become the first legislator from Orange County in half a dozen years to chair an Assembly committee--environmental safety and toxic materials. . . .
