California Supreme Court Justice Stanley Mosk does well to address the imbalance in the U.S. Supreme Court after 12 years of Republican presidents (Commentary, Dec. 30). But he would do better to discuss the problem of the packing of the state courts by 18 years of Republican governors.

These ultraconservatives hate people. It is very difficult for a liberal action even to get to trial, let alone to a hearing before Justice Mosk.

State judicial appointments are based on the patronage system. And patronage for Republicans comes from big business. Judges who owe their jobs to big business can hardly show sympathy for consumer actions, for social welfare programs, or for civil rights.
