ALL QUIET: The Mexican consulate in Santa Ana got a big surprise Thursday with the Tijuana flooding: No one called. More than a dozen people died and 50 were missing after rains washed over the city. Often in times of tragedy local residents ask the consulate for help in reaching relatives in a stricken city. . . . A consular official said since the city is so close anyone worried might be better off calling government offices there.
