A summary of selected Los Angeles City Hall actions affecting Central Los Angeles in the past week.

CITY COUNCIL

COUNCIL MEETINGS: Councilman Michael Woo introduced a proposal that would revise the council’s meeting schedule to attract more citizen attendance. Woo is asking that the council, which meets three times a week during the daytime, have one evening meeting each week. He also proposes that one-third of council meetings take place in the San Fernando Valley.

WILSHIRE CENTER: Councilman Nate Holden has proposed that the area in his 10th District bounded by 6th Street on the north, Hoover Street on the east, 8th Street on the south and Wilton Place on the west be designated Wilshire Center. If approved, signs will be put up to identify the area.

APPOINTMENT: Approved the appointment of W. Anthony Willoughby to the Board of Water and Power Commissioners. Willoughby replaces Michael Gage, who resigned. Willoughby, a lawyer, lives in South-Central Los Angeles. His term will end June 30, 1995.

HOW THEY VOTED

How South-Central and Eastside representatives voted on selected issues.

BOYLE HEIGHTS BAR: Revoked the conditional-use permit that allowed a bar with live entertainment to operate within 300 feet of a residential zone. The business at 3259 Brooklyn Ave. in Boyle Heights was considered a public nuisance because of numerous arrests by police on the premise and complaints from the neighborhood of noise and traffic congestion. Passed: 13-0. Voting yes: Richard Alatorre, Joan Milke Flores, Mike Hernandez, Holden, Mark Ridley-Thomas and Rita Walters.

LIBRARY SPACE: Approved a three-year lease for $111,960 annually of a building at 4301 S. Figueroa St. in South Los Angeles for the Junipero Serra Branch of the city library. The building was recently rebuilt after being destroyed during last year’s civil disturbances. Passed: 10-1. Voting yes: Flores, Hernandez, Ridley-Thomas and Walters. Alatorre was absent. Holden voted no.

LIBRARY EMPLOYEES: Approved spending $300,000 to continue to employ 66 city library employees whose salaries were previously funded through a state grant that has been cut back. Passed: 13-0. Voting yes: Alatorre, Flores, Hernandez, Holden, Ridley-Thomas and Walters.

SETTLEMENT: Approved spending $45,402 to settle a suit by Lillie M. Ealy, 66, who was injured after she tripped and fell in a sunken area while crossing at Jefferson Boulevard and Victoria Avenue in the Baldwin Hills area in March, 1990. Passed: 13-0. Voting yes: Alatorre, Flores, Hernandez, Holden, Ridley-Thomas and Walters.
