Retired Rear Adm. Eugene J. Carroll Jr. is right (Commentary, Jan. 25). We cannot end the tragedy in Bosnia with bombing. It just won’t work. Carroll points out how surgically accurate our bombing was in Desert Storm where 200,000 Iraqi civilians lost their lives.

A ground war would be just as absurd. About 250,000 to 400,000 Americans troops would be needed to stem the level of violence. Most certainly a staggering number of fatalities would result.

No, it would not work. We must strengthen U.N. negotiations in Geneva.
