A petition filed with the secretary of state’s office seeks to put on the state ballot an ordinance barring gay rights.

Anthony Martin of Palm Beach, Fla., needs to gather 429,428 signatures by Aug. 9, 1994, to put the proposal on the 1994 general election ballot.

Those opposed to an anti-gay amendment already have announced formation of a group called Floridians Respect Everyone’s Equality, or FREE.

Local governments in Miami Beach, West Palm Beach, Key West, Palm Beach County and Hillsborough County have passed some form of ordinance protecting against discrimination based on sexual orientation.

Residents in Tampa, which is in Hillsborough County, voted 58% to 42% in November to repeal their city’s gay-rights ordinance.
