Downey Bank Promotion: Downey Savings & Loan elevated director Brent McQuarrie to vice chairman, a position vacant since the death last summer of his father, Downey co-founder Gerald H. McQuarrie. Brent McQuarrie, a board member since 1987, is a real estate developer in Utah. Though not involved in day-to-day operations, he is on the board’s executive, loan and compensation committees.
