Poor Get Prison Uniforms

KIEV, Ukraine —
Social services in Ukraine’s second largest city of Kharkov have found a way to clothe the growing numbers of people cast into poverty by market reforms--they issue them with prison uniforms.
“This is their way of fulfilling a promise to provide warm clothing for all those below the poverty line,” the daily Molod Ukrainy reported.
