Thomas R. Belding has been appointed western regional vice president-sales for PRS, a health care cost management company in Cypress. He was previously with Boston Mutual Life Insurance Co. in Los Angeles and Employee Benefit Administrators in Glendale. PRS is a subsidiary of PacifiCare Health Systems.
