Retired New York City Justice Morris L. Schwalb, 82, who drew national attention by imposing stiff penalties against prostitutes. As a criminal court judge in 1971, Schwalb broke judicial precedent by ordering two alleged prostitutes held without bail. The judge was swamped with praise, and days later Mayor John Lindsay announced a crackdown on prostitution. Schwalb practiced law after retiring from the bench in 1981.
