CITY COUNCIL

HAITI DEMOCRACY: Approved a resolution by Councilmen Mark Ridley-Thomas and Mike Hernandez supporting the return of the elected government of Jean-Bertrand Aristide of Haiti, which was overthrown in an October, 1991, military coup. The proposal also asked that temporary protected status be given to Haitian refugees until democracy is restored.

BOARD OF PUBLIC WORKS

WALK OF FAME: Approved adding the name of singer-actress Patti Labelle to the Hollywood Walk of Fame. A ceremony is scheduled for 11:30 a.m. Thursday at 7000 Hollywood Blvd. The council must give final approval.

GRAMMY AWARDS I: Rejected a proposal to waive $7,705 for a celebration at the Biltmore Hotel in connection with Wednesday’s Grammy Awards at the Biltmore Hotel. Some members argued that the entertainment industry could pay for overtime for traffic officers working during the event. Others voiced concerns about using tax money to support a party for the music awards program. Passed: 13-0. Voting yes: Richard Alatorre, Joan Milke Flores, Hernandez, Nate Holden, Ridley-Thomas and Rita Walters.

GRAMMY AWARDS II: Rejected a proposal to waive $16,687 for overtime for traffic officers working during the Grammy Awards at the Shrine Auditorium. Passed: 13-0. Voting yes: Alatorre, Flores, Hernandez, Holden, Ridley-Thomas and Walters.

GRAMMY AWARDS III: A day after its initial vote on the issue, the council reversed itself and voted to pay the $16,687 in overtime for the traffic officers working at the Shrine Auditorium for the Grammys. Ridley-Thomas said the council did not want to send the wrong message that the music industry was not wanted in Los Angeles. Passed: 11-2. Voting yes: Alatorre, Flores, Hernandez, Ridley-Thomas and Walters. Absent: Holden.

BOOKS: Approved a proposal that allows the “Connie Martinson Talks Books” program to be broadcast on the city’s Cityview 35 cable channel. The program, which features interviews with prominent authors, encourages viewers to read and visit their local library. Passed: 11-0. Voting yes: Alatorre, Flores, Hernandez, Holden, Ridley-Thomas and Walters.

STATUS OF WOMEN: After a prolonged debate concerning the city’s fiscal crisis, the council decided not to hire a management analyst at a $21,322 yearly salary to run a pilot program on domestic violence in the Los Angeles Unified School District. Passed: 14-1. Voting yes: Alatorre, Flores, Hernandez, Ridley-Thomas and Walters. Voting no: Holden.
