Monrovia : ‘Bracelet’ Firm Protested

Police Chief Joseph Santoro is appealing a decision to allow a firm to locate in Monrovia that monitors the electronic “bracelets” of low-risk criminals sentenced to home detention. A Sacramento firm won unanimous approval last month from the Planning Commission for a conditional-use permit to operate an office at 1000 S. Magnolia Ave. Santoro said he is concerned that criminals from 40 Los Angeles County cities and all of San Bernardino County will be checking into the Monrovia office for attachment and detachment of the bracelets and periodic visits. “I want to know who’s coming into this community,” Santoro said. Officials of the firm told Santoro that they cannot legally provide criminal histories of the offenders. The City Council on Tuesday set a hearing on the matter for March 16.
