A summary of selected Los Angeles City Hall actions affecting Central Los Angeles in the past week.

CITY COUNCIL

MEALS-ON-WHEELS: Approved a proposal allowing voluntary payroll deductions from city employees to go to the Meals-on-Wheels program, which delivers meals to about 3,000 homebound senior citizens throughout the city. The program is supported by federal and state funds and supplemented by private contributions. The deduction will allow officials to expand the service to include senior citizens on a waiting list, as well as make deliveries on holidays and weekends.

REWARD: Approved a $10,000 reward for information leading to the arrest of those involved in the disappearance and apparent death of Cheryle Gossett, a resident of Southwest Los Angeles and a mother of three. Gossett, 48, disappeared in November, 1992; her severed arms washed up on beaches in Venice and Marina del Rey in December.

FAMILY FEAST: Approved the closure of the 800 block of Victoria Avenue in the Mid-City area from noon to 6 p.m. March 14 for the Windsor Family Feast, an annual block party.

AFFORDABLE HOUSING: Approved a proposal to provide loans totaling more than $1.8 million to a nonprofit group for renovation of the 32-unit Parker Hotel at 725 S. Witmer St. in Westlake. The hotel is being converted into affordable housing for low- and moderate-income residents.

How South-Central and Eastside representatives voted on selected issues.

SETTLEMENT: Approved spending $197,500 to settle a lawsuit filed against the city and police officers by George Pearse, who alleged that he was beaten by the officers following a vehicular pursuit in October, 1989. Pearse said he had to have a finger amputated because of his injuries, and that two of his teeth were knocked out. Passed: 11-0. Voting yes: Richard Alatorre, Joan Milke Flores, Mike Hernandez and Mark Ridley-Thomas. Absent: Nate Holden and Rita Walters.

GUNS: Approved giving the Los Angeles Unified School District $15,000 to reward students who provide information that leads to the confiscation of guns on campuses. Passed: 10-0. Voting yes: Alatorre, Flores, Hernandez and Holden. Absent: Ridley-Thomas and Walters.

WHISTLE-BLOWERS: Approved transferring the duties of investigating complaints of retaliation against whistle-blowers--employees who report alleged wrongdoings--from the city’s Personnel Department to the Ethics Commission. Passed: 13-0. Voting yes: Alatorre, Flores, Hernandez, Holden and Ridley-Thomas. Absent: Walters.
