Monterey Park : Reservoir Study Rejected

In a boost to the city’s three-year fight to prevent the reopening of Garvey Reservoir, a Superior Court judge has ruled that the project’s environmental impact report is inadequate.

The board of the Metropolitan Water District of Southern California is considering plans to appeal Monday’s decision by Judge Diane Wayne, district spokesman Jay Malinowski said.

Other options are to redo the project’s environmental studies or scrap the plans entirely, City Manager Chris Jeffers said.

“We would prefer they’d rethink it carefully and see the wisdom of not rebuilding it,” he said.

In September, the water district approved a $28-million environmental study to rebuild the reservoir, which was drained in 1989 shortly after cracks were discovered and blamed for the flooding of a dozen nearby residences.

The city filed suit, seeking to keep the reservoir closed and charging that the water district did not properly analyze the environmental aspects of restoring and operating the damaged facility.
