COUNTYWIDE : Pollution District Wants New Software

Ventura County Air Pollution Control District officials on Tuesday will ask the Board of Supervisors to approve the purchase of a $60,000 computer system that will allow them to estimate the number of jobs affected by new air pollution rules.

The software is needed to enable the district’s staff to include the job estimates whenever it prepares a report on new regulations or changes to existing rules, said district head Richard H. Baldwin.

A state law enacted in 1991 requires air districts to assess the way they make reports to ensure that possible job losses are considered when offering new rules to businesses.

Under the present system, the county’s air pollution control district estimates the monetary cost to companies of implementing new rules, but often overlooks the effect on the job market, officials said.

Computer software will make it easier to include those estimations in future reports, Baldwin said. The money for the system will come out of the district’s services and supplies budget, he said.
