MOSTLY READY: The World Trade Center bombing in New York City has prompted Irvine engineers to write a comparison report about their city’s high- rises. “Neither the World Trade Center nor Irvine buildings are designed for bomb blasts,” writes Eric Tolles, a city senior engineer. . . . But his report also has good news: the city’s high rises meet all required fire and safety codes and “provide a high level of safety to building occupants.”
